One template, three modes via vars.mode: "hold" (new request created — add PO + accept the hold), "approved" (ship by air at the approved qty), "cancelled" (resume ocean). Sent from apps/admin air-request-mail.ts, which falls back to a raw-HTML sendPortalMail if this template is not yet uploaded.
