Same de-identified factory notice as vendor-air-request (SCP item/SKU + qty + ESD + short ref ONLY — never the customer name, order #, or pricing), but a single firm "air request added — ship by air, add the PO" message (the OOR flag has no separate hold→approve loop). Sent from apps/admin air-request-mail.ts (notifyVendorOorAirFlag), which falls back to a raw-HTML sendPortalMail if this template is not yet uploaded.
